Yugioh rullings. can sagan effect search for monster with attack points?

can sangan effect search for tregodia? ive been told that you cannot search your deck for tregodia or any other card that has ??? for its attack points. because he does not have a valid attact points. is this true? i just want to know because i dont want to be cheating at a card tournament.
