Was Netherlands the most open-minded and free society around 17th century Europe?

I was watching one of Carl Sagan's cosmos episodes and he mentioned that Netherlands was one of the most tolerant countries of unorthodox opinions and it was the refuge for great intellectuals. How true is that? What were the factors that shaped Netherlands this way?
